Until baseball has definite proof of who did and didn't use steroids, McGwire should be in the Hall of Fame. Because even if he did use, whose to say that the guys he was playing against weren't using the same stuff?
Besides, then we'd get to hear his speech, and wouldn't that be interesting?

I believe his speech would go something like this:
That was the past, and I don't want to dwell on the past. I want to talk about the now and not the then, so let's not talk about the past and thank you for inducting me.
Otherwise, I agree. Put him in. Of course, I think Pete Rose should be allowed in too.
Bert Blyleven, Buck O'Neil, Ron Santo, Jim Kaat, Dick Allen, and just for Mike, Dale Murphy should probably go in before McGwire.
As should Joe Jackson and Pete Rose.
